Context:
This is Navratri festival time in India.
Navratri is a nine day long Hindu festival, worshiping Shakti.
Shakti is referred to as 'The Great Divine Mother' in Hinduism.

As per the mythology, Kali-maata (one of the differnt goddesses worshipped as Shakti) started to dance in sheer joy after she destroyed the demons. Shiva (her husband) requested her to calm down, however she did not. So Shiva lay as a corpse among the demons. When Kali stepped upon her husband, she realized and stopped.

Here in this cartoon, the wife is has gone 'mad' for shopping and could not be stopped till her husband assures her to buy necklace and diamond jewelery.

Translated:
Wife,"You remember your Promise?"
(poor) Husband,"Of course I remember! I'll go bankrupt but will sure buy you the necklace and diamond jewelery set this Dussehra."
